Try using a plane with a transparency map placed over it. Place this infront of
your camera.  The down side of this is increased rendering time :-(. Or, make a
single plane, not extruded, set it to an appropriate fog length and rotate it so
that its top is farther away from the camera.  That way the amount of fog
applied near the top of the scene will be less than at the bot tom.
